- Supervises, supports, trains, and directs Real Estate Division staff, interns, and consultants at the discretion of the Real Estate Manager
- Recommends and implements changes in policies, procedures, and standards related to the Real Estate Division operations
- Manages the Real Estate Division’s Geographic Information System (GIS) function and related databases for the capture, storage, manipulation, analysis, maintenance, and retrieval of real property records and assets
- Requires the aptitude to successfully craft public presentation program materials and possess the analytical / speaking skills necessary to effectively make presentations to staff, citizen groups and varied governing bodies
- Assists and represents the Real Estate Division in regard to community outreach, community forums, and other public meetings as necessary
- Establishes and maintains cooperative relationships with the public, internal clients, staff, and stakeholders
- Is the liaison between the Real Estate Division and other City departments, executive leadership team, the City Council, boards, commissions, other governmental agencies and the citizenry at large
- Negotiates successful resolutions on project issues and achieve land rights acquisition goals
- Responds to public inquiries, orally or in writing, regarding the City’s acquisition process or the use of right-of-ways and/or easements
- Facilitates acquisition of various land rights / real estate such as fee tracts, easements, rights-of-way, licenses and permits
- Performs complex aspects of real estate work in the planning and coordination of the acquisition, disposition, management, valuation, and negotiation of real property interests
- Assists in the disposal of City owned real estate and abandonment of excess right-of-way and easements
- Researches, analyzes, and compiles information on current and pending projects for internal and external uses
- Determines market values and calculates estimations for real estate / land rights acquisition for budgeting / project funding purposes by conducting research and market surveys in respect to comparable real estate sales activity
- Completes in depth analysis and makes recommendations for the various City department’s Capital Improvement Programs, project feasibility studies and route selections regarding real property / land rights acquisitions
- Thoroughly thinks out and evaluates alternatives, provides innovative problem resolution, pro-active approach and self initiative to resolve problems in a timely manner
- Prepares written documentation such as staff reports, letters of agreement, real estate purchase contracts, deeds, easement forms, payment authorizations, and all documents necessary to facilitate the purchase of real property and / or land rights for public projects and initiatives
- Administrates and coordinates the efforts of surveyors, appraisers, land rights acquisition consultants, relocation assistance consultants, environmental review consultants, title insurance/escrow agents, attorneys, governmental agencies, engineers and draftsmen for public works projects and municipal undertakings
- Performs technical review of real estate documents, project schematics, title reports, post close owner title policies, surveys and legal descriptions, appraisal reports and environmental reports
- Maintains ethical conduct in respect to all persons and situations, including fairness, integrity, tolerance, and honesty; consistent in the application of City of Denton policies and procedures
Additional Duties:

- Bachelor’s degree in Business or Public Administration, Real Estate, Management or related field
- Ten years of progressively responsible experience in real estate analysis and real property acquisition related work

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job
